Did you think PVC stretches less than latex...? By heat stretching with a hair dryer during overinflation you can expand it almost similarly, and stretching stays by 3/4 permanent once the heat is removed. When expanded, it turns lightweight like a latex balloon. Unfotunately vibration transmission is not remotely as good as latex - it damps them still similarly like unstretched PVC.
